Qui sommes-nous
PCATI was founded in 1990 in reaction to the ongoing policy of the Israeli government, which permitted the systematic use of torture and ill treatment in GSS interrogations.
The Public Committee Against Torture in Israel (PCATI) believes that torture and ill treatment of any kind and under all circumstances is incompatible with the moral values of democracy and the rule of law.
PCATI advocates for all persons - Israelis, Palestinians, labor immigrants and other foreigners in Israel and the Occupied Palestinian Territories (OPT) – in order to protect them from torture and ill treatment by the Israeli interrogation and law enforcement authorities. These include the Israel Police, the General Security Service (GSS), the Israel Prison Service and the Israel Defense Forces (IDF). PCATI acts in accordance with moral and democratic values, and the standards set in Israeli and International law.
PCATI activities:
• Legal advocacy: PCATI monitors the implementation of the 1999 High Court of Justice ruling by visiting detainees in detention facilities and collecting testimonies and sworn affidavits from them. PCATI documents cases of torture, ill treatment and degradation of detainees and prisoners.
• Public Engagement: PCATI acts to increase public awareness of torture, publishes reports and testimonies on the use of torture, organizes conferences, seminars, film screenings, exhibitions and other public events. PCATI has developed an educational program that encourages participants to debate on the use of torture.
• Lobbying and Legislation: PCATI takes action to advance the adoption and implementation of the International Convention Against Torture in Israeli law through the legislation of a law against the use of torture in Israel. PCATI advocates for laws and regulations that provide protection of the rights of detainees and prisoners and additional human rights.
• Resource and Information Center: PCATI routinely documents the issue of torture and CIDT in interrogation and additional related issues involving the rights of detainees and prisoners. The material collected includes testimonies, sworn affidavits, research papers, books, articles, films and other documents.
• Education project: The "Film and Human Rights" project is the leading educational project of the Public Committee Against Torture in Israel (PCATI). The project broaches issues that relate to human rights and examines our role as individuals in protecting or violating these rights.
